1. hold down Ctrl+Shift+C
2. type in "testingcheatsenabled true" and press Enter
3. if you did not rent or buy out the beach, hold down Shift and click somewhere on the sand and click either "buy on this lot" or "build on this lot"
4. place one or two sprinklers
5. bring your sims over to playin the sprinklers
6. use the cheat to buy on the lot again
7. hold Ctrl+Shift+C and type in "moveobjects on" and press Enter
8. move you sims into the ocean
